It is the mission of the Smyth County Public Library to ensure the preservation and transmission of society's knowledge, history and culture, and to provide the people of Smyth County with free and open access to information for education, recreation and reference.


Smyth County Public Library is committed to promoting the enjoyment of reading and providing welcoming facilities for learning and growing.

CURRENT TOPICS AND TITLES: The library will provide Current Topics and Titles to help fulfill community residents’ appetite for information about popular cultural and social trends and their desire for satisfying recreational experiences.

LIFELONG LEARNING: The library will provide Lifelong Learning service and help address the desire for self-directed personal growth and development opportunities.

CULTURAL AWARENESS: The library offers heritage enrichment to help satisfy the desire of community residents to gain an understanding of their own cultural heritage and learning.


Administration, Governance and Planning

I. To address ongoing leadership development for Trustees, Administration, and Friends of the Library and to plan appropriately for the future needs of library users.


1.1. Beginning July 1, 2017, assess existing leadership capabilities and needs.
1.2. Provide orientations and workshops for Trustees as needed.
1.6. Educate current and future Trustees about the current financial plans of the Library.
1.7. Develop a plan for obtainng funds needed to carry out the long-range goals and objectives of the Library by June 30, 2017.

II. To improve access to library services to all area residents.


2.1. Encourage local jurisdictions to make libraries more accessible for patrons with disabilites by June 30, 2017.

III. To provide accurate and timely library service to library users.


3.1. Survey on-line library users and evaluate satisfaction with the resources (e-books, audio books) offered through the library's homepage by June 30, 2017.

3.2. Explore trends in technology to meet patron demands by June 30, 2018.


IV. To strengthen the library's collection in various media to meet the information and leisure needs of library users.


4.1. Annually review and weed 5% of the collection.


V. To improve access to all SBRL buildings and grounds and to ensure all facilities offer high-quality public service.


5.1. Provide more public space for Chilhowie Library by June 30, 2018.
5.2. Provide more public space for Saltville Library by June 30, 2020.

5.3. Provide public space at the Bland County Library by June 30, 2018.

5.4. Provide public space at the Marion Library by June 30, 2021.


VI. To equalize the distribution of library technology throughout the library's service area and to plan for future advancements in electronic resources.


6.1. Develop instructional classes and programs for staff around library technology, software, and electronic offerings, including expanded services for hand held devices by June 30, 2018.

6.2. Manage hardware acquisition and replace policies (on-going).
6.3. Expand digital collection of local resources to preserve history of Smyth County and surrounding areas (on-going).
6.4. Increase wireless connectivity at Headquarters by June 30, 2017.

Human Resources

       VII.  A well-traind, public service-oriented staff is the most critical element in providing high-quality library service to out community.  The public library will encourage training and education fo all staff.


                7.1. Provide increased training opportunites for library staff in customer service and technology relevant to their positions.  All employees should receive training in various formats to improve job                                    performance and competence in using any equipment required to perform their jobs (on-going).

                7.2. Encourage continuing education opportunities by providing information, time needed to attend workshops, and fellowships for employees pursuing MLS degrees by June 30, 2020.

Community and Public Relations

VIII. To maintain strong library support in the community through high visibility of library services.

8.2. Restore school visits by youth services staff by June 30, 2018.
8.3. Promote library's digital collections on the Internet by June 30, 2017.

Outreach Program

 IX. To provide adequate resources for the Outreach Program to serve the under-served in Smyth and Bland counties.


9.1. Reinstate Smyth County staff time (to cover 25% cut made in April, 2010) to the Outreach Program to meet needs of Senior Citizens by June 30, 2017.
9.2. Expand the Outreach Program by providing additional funding for materials and services by June 30, 2018.

9.3. Provide updated equipment, i.e. (3) iPads for long term loan to Nursing Homes by June 30, 2018.
